The GAE variety of "r" is a type of retroflexed "r"-- an "r" made by curling the tongue up and back a bit. Many non-English languages have some "r"-like sound, but their variety may be produced much further back in the mouth. Listen to how the German 1 speaker produces some "r" sounds. They are actually produced as uvular fricatives.
